Could I cook noodles if I leave them in room temperature water for a long enough time?

Yes, but the time taken to cook versus the temperature of the the water is on an asymptotic curve. So say it takes 1 minute to cook noodles in 100C water, but it'll take 16 minutes to cook the same noodles at 25C.

You could theoretically cook noodles in freezing water, but you probably don't have enough time.
 
I've "cooked" ramen noodles that way but they are precooked which is why soaking them will soften them. Haven't tried pasta.
 
You'll get soggy noodles, but you won't really have them cooked.

You'll just have hard and unpleasantly wet pasta that is somewhat gelatinous on the outside. If you opt for thinner noodles made up of rice or beans or whatever, the same still applies - the noodles will just probably end up fragmented.

uncooked wheat flour is toxic, btw, which is what pasta is. part of the reason you’re not supposed to eat raw cookie dough
