It depends on the structure of the company. In the UK a business can have up to five employees (including the director) before it's legally required to advertise vacancies externally or hire using diversity measures. He could in theory register company after company, each handling different aspects of the main business, keep the number of five employees or below for each one and never have to hire women or minorities.
