I think this might be something to do with gambling legislation. Knifes and gloves were the only items you couldn't get through trade-ups, meaning they were the only ones you HAD to gamble with no real way to alter the chances in your favor to get them. But now you can do it with trade ups, and even control the results somewhat by choosing which Reds you use to trade up.
 
Imagine getting fucked by gaben twice once for all the time you put into gambling on this shit then getting fucked because he turned half of your investments into ash.

I don't know if anyone has said this yet but this falls in line with the theory Valve is going to get rid of cases. Instead it's going to be like the recent uplink terminal where it tells you what skin you got and you have the choice to buy it for market value.

edit: Oh I get it, they made it so the covert is worth a lot and people will be losing their reds by selling/trade-up.
