Nah, the neocons in question support Ukraine more out of trying to repeat Operation Cyclone to get someone they like again in charge of Russia than any tit-for-tattery about Cuba. Cuba's been on the to-do list for ages for these guys but something else always comes up and the can gets kicked down the road.
