He’s meant to be a bunyip, an Aboriginal Dreamtime creature that stalks the Mallee.
I think he’s there to draw tourism to a feral nowhere town. He kinda looks like he’s in the sewer, but he lives in a little cave and rises out of the water when you press a button.
