I went there for my first out-of-state roadtrip in my first car, during the fall back in the 90's, with a couple highschool friends. We had to hike about 5 miles from outside of town, because my friends were pussies terrified we'd get arrested. By the time we got close enough, saw a buckled road, and could smell the burning coal seams (which also might've been someone burning garbage), there was only about an hour of daylight left, so none of the pictures we took turned out.

And really there wasn't anything to see, it looked like any number of Rust Belt ghost towns; the smell was really only the only notable thing. Even then it was barely detectable, and had we been anywhere else probably wouldn't have noticed.

Seeing the Silent Hill town was the whole inspiration for that trip; I guess actually a couple years after I remember doing it... so probably 2001. Definitely before 9/11. I wanted to go see where Robocop was filmed, but my friends were massive proto-weeb nerds, and they paid for the gas.
