From that thumbnail, it looked like only half his face was generated before the AI had a stroke. The swirling pelt cowlick under that swastika adds to the effect.

Like it was doing fine for the first few seconds with the prompt Byzantine Buddhist; then the racism & profanity filters started failing first, turning it into something like Mongoloid Greek Nazi before regressing into a barely functional state.
