I think it's asking on how you can make it so that you get to ten so that way the remaining numbers would be easier to add. I really only ever do this when adding multiple numbers together, usually because some game is making me do math. Guess "Simplify" is too big of a word, but then again adding +9 to anything, really isn't that hard..

So what it really means is that you take what's in a number to add to 10 so you can understand the number in the next digit? Fuck, I've been a sperg in mathematical possibilities and floating point precision that I do further research on mathematical abnormalities and even I struggled understanding how to comprehend their new autistic invention on a new way to make mathematics easier but I believe I may have done this before. Teachers are just so out of touch with their students it's crazy. They expect everyone to easily understand their neurotic garbage and go into an autistic fit when people complain to them that they couldn't understand this shit.

i've never met a "gendergqueer" person who was a genuinely interesting person. they're all boring people who define themselves as some ludicrous mishmash of gender ideals to be different but they have no truly different interests or hobbies. they're dull as can be and all that they ever talk or think about is how big of faggots they are and how they need to tell other people about faggotry and hey guess what? let's fucking include the kids and try to "Clever Hans" the kids into going along with accepting being fucked up the butt by malicious predators.

It's intended to teach how the final digit of a sum of one-digit numbers that adds up to more than 10 arises. You're supposed to split up one of the numbers to make the other one add up to ten, so 8 + 2 + 7 (which is what the picture suggests) and 9 + 1 + 7 would be valid solutions, and both show that the overall sum is 17.
These funny ways of teaching mathematics keep failing, however. People need to understand that there's never going to be an "easy" way that lets all the children just whizz through with no effort to get to understanding what numbers are about.
