It's no different then saying, "I'm gonna mail this person a bomb." Or maybe, "I'm gonna send this person an envelope full of anthrax." Ask how the cops feel about that sort of joke. Except mailing a person a bomb would impact a lot fewer people, what with there being a global pandemic going on.
