Depends on what they are attracted to.

If someone is just attracted to a "young looking person", then that person would be attracted to a 22 year old who looked like a 13 year old, because its the youthful appearance that attracts them. But someone who is attracted to the age specifically, won't care how much makeup a 13 year old actually slathers on, only that they are 13. Its age that attracts someone who has a chronophilia.

Also, someone who is specifically attracted to a 13 year old isn't a pedophile, by definition, but a hebephile. While kids at that age look older than their younger counterparts, they have only just hit puberty, so no amount of makeup will hide how youthful they are. Someone attracted to that will see right through it. I find it more interesting that these girls profess to be "littles" at an age where it feels like an oxymoron, but then try to look as "grown up" as possible, defeating the purpose.

It's well-known enough that diaper fetishists received a joking portrayal in one of the Yakuza games. The thing about Japanese subcultures though is that they're extremely offline, whereas US ones are extremely online. The way they use the web is very different.

Like people don't use age regression as an excuse to have a kink, or groom people into accepting the kink via trauma. Cus PSA, they do that. Sure if you're in therapy and your therapist has you do that in a session fine.
