A lot of the "Institutions" were closed in the Regan years and after. Even in leafland purpose built mental hospitals are few and far between. If Daniel doesn't end up doing actual prison time, he's probably going to be stuck on some secured ward in some podunk hospital pilled out to the gills.

I mean, I would think they would have to do something to set up a program like canvas, angel, or whatever other weird college software is used to do assignments and grades, for him to use. Unless they just fed him BS like, oh just take a picture and send it in over zoom (which is possible). I would say though, if ya have to use a real university, why not use one of those all online ones. Something like a University of Phoenix, Western Governors University, or DeVry? All of them are online only and would have negated any real risk of him visiting them in person.
