no. the user waits on the server to respond, which it delays doing.

php has a finite number of threads. if you have only a small vps, it's trivial for one person pressing f5 to make every thread sleep.

There should be an encourage and discourage feature, users that make good posts regularly get encouraged by getting winner and agree ratings from inactive accounts in their posts and troll users get autistic and MATI ratings from those same inactive accounts (using inactive accounts makes it more believable).

There's all kinds of fun discourage features you can implement. Make kingcobra's music play whenever a particular user opens the website. Make any stickers he gives another user invisible. Have special made pop ups advertising the stupidest shit you can think of show up on their screen. Give them random fonts and font sizes whenever they try and comment anywhere. The sky is the limit. Forget being passive aggressive, just be plain old aggressive.
