Browns in and of themselves obviously aren't propaganda but are often used as such. Girlboss shit is almost intrinsically tied to progressive propaganda though, but there's exceptions, just usually not in western media.

Positive how? America has (unfortunately) been this way for a long time and I'd say portraying America positively is good. If it's not specifically a "diversity is our strength" message then it's fine because a multi-ethnic society can be good, just in spite of that, not because of it.
