My grandma said this, and I said no, and she asked why, and my answer was basically that it might backfire on the elites, but I was kind of stumped. Did the government create COVID, or is this a stupid conspiracy?

Unironically yes, and that's not really controversial. The US and other governments were funding gain-of-function research to create and enhance novel coronaviruses, including the biolab at Wuhan. The virus escaped from the lab.
