Call me exceptional or a conspiracy non-believer or whatever but I think it would be pretty hard for an entire base of any real note to be kept on the moon for this long without anyone, the Soviets, Chinese, or whatever making a fuss about it.

If by base you mean like the ISS, then yeah probably (or by now, probably not the in the 70s). But if you mean a huge base with warheads and missiles, I really doubt it.

I wasn't suggesting it was a literal military base either, could be a safehouse or whatnot. It's obviously obtuse so that people who don't know the code can't easily guess what it means should the cable be intercepted. I'm of the mind that certain world governments have tech that's 20-30 years beyond anything we know. You've probably heard tales of bell labs guys using optical data storage or cassette tapes in the 1960's. I'm not sure where the legends begin or end, myself but I gotta wonder, if they could pull off the SkyLab station in the 1970's, who's to say what else they had up their sleeves?
