What stands out to me is the cadence. The cadence and mannerisms sound like Dillin or someone who learned to speak English watching Dillin videos.
Listen to the speed and way he says stuff (like "hey") and the way they put sentences together.

I'm not too sure if it's still Dillin, it doesn't really sound like him. Unless he's some sort of Master of voice acting, I think it's more plausible that the truth is one of the following:

• "Alec" is just a figure head, only showing up for when he's needed to speak while Dillin is still the mastermind.of the channel, using the voice of a fan to blow heat off of him.

• Alec could be a real person or a real person with a fake persona who has agreed to work alongside Dillin, potentially doing some work on the channel, however, Dillin isn't truthful about being as hands off as he's saying he will be.

Either way I don't feel like he's being honest when he's saying he's completely done.

Only way to know for sure would be to put Dillin's voice (Namely the update video or any pre-quitting video) under the exact voice modulation that Alec used and compare the two.

As far as I know, by his admission, he only did that once (and even then, most of the regulars here came to the conclusion much of it was bs anyways), but I would say most of this thread beginning in December was him trying to fight the farms, then after he was BTFO'd by Rogue, it became his ever increasing desperation to save his YouTube career, with ever increasing amounts of people laughing at him.

This current arc honestly just screams desperation, even more so than before the hiatus. He's trying to make a narritive with his fans that he's not actually on the internet, but is clearly calling the shots from behind the scenes and either making up entire people to run his channel or sacrificing one of his fans by making them a target for the Farms.

He is probably using voice mod on his other browser with a push to talk or soundboard to make alec speak. If this is his voice for the next few videos we will pick up talking style that will be very similar to dillins. Also its very convenient he mentions a voice changer.
