This is an urban myth. Your brain doesn't "finish" developing at a set age. Instead it continues growing and evolving over the course of your life. Development actually continues well into your thirties, after which it begins to enter into cognitive decline.

I looked up the interview you were referring to and the first thing he comes out with to argue his case is pointing out that drivers under 25 have higher insurance premiums. Something that's clearly tied to insurance companies basing their policies on frontal lobe development, and definitely not the fact that younger drivers will inevitably be less experienced.
