If he was really a Mossad or other intel agent set up to gather kompromat he wouldn't just focus on pedophiles, just anyone who could be enticed. Throw a "normal" party and suddenly the dude finds himself alone in a room with a 14 year old sucking his dick.
Right, but you still need your routine activities to be innocent, and you need people who can testify convincingly you are what you say you are. And blackmail is a tricky recruitment tool because it breeds resentment in your agent. For all the attention it is given, it's not very common:
Coercion was used to recruit spies most often in the early period before 1980, when
foreign intelligence services engaged in occasional blackmail using relatives
overseas, or entrapped Americans in sexual blackmail scams. No instances of
coercion as a sole or primary motive appear after 1979.
The problem with blackmail is that you can never actually release criminal blackmail material, not while the agent is alive. It renders the agent useless in the future, and incentivizes them to disclose the spying to get a deal from the prosecutor. He'll give up any other agents he knows, how you communicate, where you met, what you requested and what he passed, etc. Then they'll double him, you'll go to jail, or you'll get PNGed. And anything he disclosed or influenced will be put under a microscope. You've turned an intelligence asset into a counterintelligence disaster.
There may be cases where the gains outweigh the risks. Clinton, for example, has all the money he needs, has no ideology, and has enough people stroking his ego. Compromise would be the only way to turn him. But you'd get malicious compliance, while he tried to hurt you in secret. Or you could throw some money at his advisors, and they'd produce willingly because they want more money and you're the money man.
And I consider myself a pretty normal dude, but I've never been to a party where I go into a room and suddenly my dick is being sucked. Usually it's in my pants and I have some say on whether it's coming out.
