Oh, definitely. The public schools had to pass him along because there was an ever-present threat of lawsuits. But no one was forcing Chris to attend PVCC - he either played by their rules, or he could go take a hike. To them, it's just another label they can use to angle for special treatment/pity/whatever. Even if Barb or Chris were told they'd have to take a course on autism or they'd lose Chris' tugboat, they'd sit through it, ignore the parts they didn't like, and take info out of context that would support their own ideas. Once the course was done, they'd go back to thinking the same way they did before, and Chris would probably just complain about how none of the autistic girls wanted to be his heartsweet.
