Not really. As far as the state is concerned, Chris is capable of making decisions. Borb took every opportunity to not have him labeled as mentally deficient in any way, so now the onus would be on Coleslaw to prove otherwise. Not that it would be that hard, mind you, but the burden of proof would be on him, and he'd have to start from square one.
I do wonder if the results of Chris's court-ordered evaluation could be entered into the equation, or if the "Adult autistic child" comment would have any legal significance. Most likely not, but that's technically all that has ever been said on Chris's NOT being a fully functioning member of society.

If Chris were incompetent, Barb would be his guardian and she'd be considered neglectful or even abusive because of their living conditions. Chris has outright rejected the idea of having a caretaker, ever, which is a good sign that the matter was never pursued.
Yeah, I'm reasonably sure they haven't spoken in years, maybe not even since the emails where Cole asks about his paternity. Like you say, it's not as if Chris would ever put effort into maintaining a relationship when immediate material rewards for doing so weren't perfectly obvious.
