Sure he doesn't want to tax All unrealized gains, just those that make more than him (which is everyone I'm sure).
If you tax unrealized gains, then the gov should pay back unrealized losses.
Not to mention to pay unrealized gains, you would need to sell some those investments which makes them realized gains and subject to capital gains, so double taxed, actually triple taxed since the money used for investments is usually already post income tax.
