FYI:
I doubt the gubmint will really let EBT go unpaid, but either way anyone who needs food should go to every food bank you qualify for. Do it now before Shaniqua clears the place out on Nov 1st. Food banks have tons of shelf-stable food you can keep on hand for later.
Never be shy about using food banks. Seriously. Ask anyone who volunteers there: they WANT you to come in. Even if you're not super-duper poor, just struggling at low income and eating shitty cheap food, please hit up the food banks. There's zero shame in it because they want you to get that help.
Also, don't be afraid to try any community meal sites (AKA "soup kitchens"). Nice people volunteering, good food, and they want you there.
