I think the real question here is whether or not the shutdown will provide any impetus for reforming EBT. After all, it's not as though the whole program will go up in smoke the instant it's not being funded. I suppose it depends largely on what the states decide. If it were entirely up to the fed, I'd say the most likely outcome is that the program would simply resume after this contest between the parties is decided and the shutdown ends.

It is, though. The state governments are literally saying the program cannot continue without federal funding, as in it is impossible to continue, and will end indefinitely. It is entirely possible the current administration will then pass something that ends it "until XYZ conditions are met" which will be intentionally obfuscated and changed.
