Their leverage is the shutdown and the consequences of it. The Republicans chose to bring it about by not trying to win the votes they need. It's a failure of the Republican party to engage in pretty normal and basic political processes.

They're actually pretty fond of grapes. That's to say they enjoy eating out of a bag while shopping and therefore only paying for what's left by the time they get to the register.

The only demographic I've seen do that or at least it was 90% of the time I saw it. Hard to say if they knowingly did it to steal or if they generally lacked the intelligence to understand items that are sold by weight.
