Same Government that tells you that it's important to just throw billions in Africa trying to prevent AIDS, also the same Government who had people coming back from the dead in 2020 to vote for Biden (altering a Presidential election, mind you).

Realistically, it's the "same government" that promised to drain the swamp. Or the "same government" that passed the ACA. Or the "same government" from 9/11. Or however far back you want to go since it was created.
It isn't a new system. A lot of people act under the assumption that the government more or less started in 2020 under Biden when in reality we've been using the same general system for multiple administrations. Are there better ways of doing things? Eh, probably, but as others have pointed out, overhauling a system isn't a simple process, can end up being costly, and often messes up other systems as well, so it's better to take a "If it ain't broke, don't fix it" approach.
Or, at the very least, if you want to commit to fixing/updating it, you hire actual experts and set a realistic time table for rolling out updates and what not. There's a reason that Windows doesn't just declare the previous version dead the moment a new one comes out/why they basically spend like, a year promoting free updates and what not.
I do think it'd be good for the government to do periodic updates like that, but I also think it's the type of thing that doesn't really warrant a headline because it's so boring and mundane, which is the exact opposite of what Musk wants because he's constantly trying to farm likes and upvotes and keeps calling everything he finds fraud, with seemingly little understanding of what that word actually means.
Government reform and efficiency are both good concepts IMO, but the actual reality is it's about as exciting as hearing someone go into an in-depth explanation about their office spreadsheets. That's why a lot of people don't realize a lot of what has recently been uncovered is stuff that was uncovered at least once or twice in the last 5-10 years, if not further back, it's just that when it was uncovered the first time it barely registered because of how boring it was because they didn't think to put "fraud" somewhere in the title.
