If he was Jeff Bezos, I would assume he was talking about corporate accounts, but since he pays people to create video game characters for him and retweets cringe sycophancy from accounts that apparently do nothing but praise him and his products, I think the most pathetic interpretation is probably true.
I think it can be hard to tell, because there's so many grifters on twitter now that you get paid for engagement. Being noticed by Musk is a big boost, so he has countless reply guys and lickspittles who do it for ad revenue.

The implied solution is to tank the standard of living and education on purpose, because poor and uneducated people have more children (they need the labour, protection, and don't really think about what it takes to set up a child for success). Also get rid of social security systems, so people need to rely on their family, meaning they need a big family to be secure.
If he also destroyed social upward mobility, he could trap intelligent and conscientious people on the lowest rungs, to avoid breeding only the most dysgenic.
But his goal isn't just high reproduction, but high population numbers, and those require sophisticated civilisation to attain and maintain, which requires technology, which requires professionals, which creates a middle class that doesn't breed and obsesses over useless things like art and philosophy and the humanities.
Unless you let computers do the thinking and robots the working, and the average human lives like a third world slum rat, except provided shitty food and shitty housing and shitty health care for free. Just enough to keep numbers going up, never enough for life to not be an endless struggle against deprivation.
I think people like Elon Musk anticipate themselves as being worshiped as immortal trans-human gods by unwashed billions, which they think they deserve, because they provide the masses with everything they need to stay alive.

That Simpsons appearance and overall clip is a great example of why I haven't watched cable television in nearly 20 years. "Greatest living inventor"!? What the fuck has Elon INVENTED, let alone designed? You can look at a person like Wernher von Braun and say he invented modern rocketry. You can look at someone like Kelly Johnson at Lockheed and say they largely designed and engineered aircraft like the U-2 and SR-71. You can look at Howard Hughes, or Kurt Tank, or Willy Messerschmitt, or Anton Fokker, or Ferdinand von Zeppelin and point out things they designed or invented. What has Elon Musk actually invented, and why do so many people just blindly believe that he is an inventor or engineer? The dysgenic autistic manchild probably couldn't even change a tire for Christ's sake.
