According to here Oregon in the 20s was looking to ban same sex relationships and sterilise people who engaged in them and cross-dressing was considered degeneracy. So I'm not sure why you think being in Portland in 1917 strengthens your point.
Hart according to himself identified as male from the earliest age, so unless Oregon was banning women from becoming doctors this makes as much sense as 2+2 = potato.
Sodomy laws in that period hardly ever covered lesbian relationships, either.
