The pop culture jokes(and the sex) were actually mandated by Interplay at the time, just like the inclusion of The Temple of Trials even the devs didn't want anything to do with.
I was maybe 10 when playing 2 for the first time and didn't play 1 waaay later, so they didn't bother me and I didn't get them anyway. I actually
like them. But Interplay being stupid doesn't excuse making references that don't make sense in context. 2 is just
that good that it don't matter, it sands off all of 1's rough edges and is so packed with cool things to see and do.
keeping the power level at Fallout 1 levels would have made the Oil Rig a joke
If you play around with Awareness perk in 1 you can see that BOS paladins have... 80 hp. Reasonable for a maybe 5lvl PC with high endurance. He's armored like a tank but a lucky crit in the eye can put him down. What's not reasonable?
Dozens of fucking 220+ hp mooks swarming you like ants in tight corridors, each requiring 4-5 hits from the friggin' Gauss Rifle to put down.
My specced build (fast shoot, gifted, maxed out Luck w' the NCR Hubologist Zeta Scan, Sniper of course, about 30 xp levels, action boy+action boy+action boy...) able to crit 7x per turn with his trusted Gauss Pistol
still required a few reloads because one of my 6 friends (fully levelled, armed in the best weapon they can use, all decked in hardened PA - thanks you easily-intimidated Huboloser!) got shredded anyway. Or I ate an unlucky crit myself.
Just cut their stupid HP in half and it's no longer a slog. It's not
hard, it's
tedious.
I tried playing that and was immediately met with the not-Desert Rangers trying to quell a not-raiders uprising for the exact same reasons described in early Fallout games.

Your first quest is to fix Highpool's water pump. Second is killing... urgh... Harry the Bunny Master. Third is dealing with Ugly John's biker gang holding Quartz hostage but all these quests are optional.

No wait, there's one worthy thing: Finster's Brain dungeon. It's completely optional but worth playing just to experience it. Masterpiece of design, IMO.
