55 Lockpicking, Locksmith's Reader, and the perk that doubles magazine effects are very doable by the time you get to Primm for the first time. Granted, even with an otherwise optimal SPECIAL build you're going to have a tough time actually getting into the Bison Steve on Very Hard-Hardcore if you haven't been putting some points into guns or something too, but you can always kite the convicts into the NCR camp just outside town, grab ED-E, then try to pick off the handful of ones between the lobby and gift shop. That can easily be done within the first hour of the game with little more XP than whatever you got from doing the quests in Goodsprings and sneaking by the Powder Ganger camps with a disguise.

Vast majority of the "fanbase" are the TV show and Bethesda fans, they don't care about New Vegas or older games. Especially when it isn't mainstream material and you have to go out of your way to look for the information. This actually isn't anything new, the userbase and franchise used to be much more reclusive before it broke mainstream with Fallout 3.

I think that's the real problem with a one human companion limit. Why take Lily or Veronica when you can have Boone or Raul around? Yeah I could have a giant hitbox who is better at melee than ballistics, meaning every fight ends up being a matter of positioning so that I'm not gunning down the giant raging mutant that's on my side, or I could have a sniper who picks everything off with high-damage rifles. If you could take another human companion, you could compensate by increasing the amount of enemies that spawn. Make it a Charisma perk, give people a reason to dump points into that stat outside of hardcore.

heres some facts for you then, a lot of the black characters in the prototype are white, there is black characters that exist still in the prototype but in the final they decided to make even more characters black. atomic wrangler has wandering escorts, one female one male, the radioactive test site has 6 glowing ghouls instead of 2 in the final, gomorrahs famous named prostitute ( cant remember the name) has a voiced sex line that repeats, in the final the encounter is silent. ive been the only person in this thread updating with changes, if you want to document small changes with little effort you can read my other post describing how to do it. One last thing is you can scrape shit from other new vegas discords ( most of them are full of tism tards and faggots be warned)

another change is the reactor behind the mk2 upgrade cutscene is fully modeled, indicating they were seriously still considering having a non-dam related ending involving yes man using the lucky 38 to power new vegas allowing for a much more nuanced ending I assume.

this line is included in the final game iirc, still looking through a lot of files and the source i got this from is a wiki so it might have been added while all of this has been happening.

iirc, the story for Ulysses goes that Bethesda saw how big he was becoming and told Avellone to cut him and save him for a DLC, which eventually become Lonesome Road. Speaking of companions, I remember him also saying he regretted not having more story & faction based companions, with Avellone using Benny and Victor as examples.

This is cool on paper, as it almost makes the dam a red herring in the story, but I think in the end that might not have worked as well. I think it would've been cool as a super secret ending.

so far energy weapons have a chance to appear much earlier in the game, a texture dumping tool was literally just released showing stuff for the laser rcw, heres what the raw texture looks like for the recycler when the rcw had a detachable magazine.

What is the best submod combo if any to enjoy Old World Blues to the fullest?
I tried the expanded modlist and it sucks ass how much OC DONUT STEEL there is and how unbalanced it all is.

Has it come out what color Melissa/Chomps Lewis were supposed to be? That always struck me as weird. Then there's that Brotherhood scout who has the "Boxcars" voice.

Real Answer, I would really just play the base mod. OC DONUT STEEL is going to be a factor in any submod for OWB and even OWB itself just due to how lacking fallout lore is in areas, and also the difference in needs for a game like HOI4 as opposed to the Fallout games. You are never going to bypass that issue.
