The show doesn't require character development. It just requires entertainment, and a character development arc is one way of achieving that.Every season basically has had real character development to some degree though. letty josie learning to be more assertive, TJ and Tay learning basically the same thing, what I already said about s3, and there were even the beginnings of these sorts of dynamics forming within s4's cast in the form of fred flirting with the concept of self-regulation and dan flirting with the concept of becoming less of a sped.
imo s3 is sort of the opposite of the typical season because it took fucked up normies and made them all a little more fun, which is interesting in its own right, but there was no drastic "arc" or "character development" like there was in s2.
and like s3 and 4, s2's best contenders, jimmy and cole either ragequit or were unceremoniously kicked off by the wiggers.
If it were the case, Burt wouldn't be by far the most popular fish of all time. He behaved like a Sim once you get bored of your save and start to fuck with it. His day was burting off numerous times, pacing around his room and talking to himself while everyone else socialises, and eating copious amounts of popcorn.
Added to that, Freddy was also extremely popular during S4, and all he did was drink, smoke, and act like a retard.
