Not an expert but I have an N3, the page is pretty accurately translated other than them throwing College in the text bubble you have highlighted. The only thing there that could really support the college thing is if the placard that's on the 27th page is in English in the original.

From the look of it, it is. I doubt that the author, Wanyanaguda, speaks any English. I think it more likely that he just threw the name into some translating software and got the word collage. Apparently the word for university, 大学 is similar to 学園 so maybe that's why? But who knows, I'm very confident that the characters are high school aged at the oldest though.

I have an Intellius Report on Pedmenco that was given me in confidence on the understanding I don't post it, but there didn't appear to be any pedo charges on it, that said if the record was sealed by a Judge for whatever reason it wouldn't appear. Ped was about 16 at the time of the case yes.
Ped is extremely autistic and has probably a sub 70iQ but he has the sort of low cunning you often see on the sort of guys Dateline NBC would trap. These are 3 pages from the first few pages of the manga (there's like 150), people more familiar with anime and Japanese culture can tell you that the "Current Crowley Collage Campus" looks way more like a Japanese high/middle school, not to mention that the students have uniforms.

Here is the first page in the original Japanese, now I don't speak weeb so I'm relying on Google translate here but the text I've circled in red, "私立カレント・ クロウリー学園" translates to "Privet Current Crowley Academy". That last part, "学園", is literally just "school" or "academy".

Also, the "artist" responsible for this master piece goes by the name Wanyanaguda, his work is very... interesting. We don't use 学園 / gakuen in Chinese, we use 校园 / 校園 xiaoyuan instead. But it has the same meaning, "campus" rather than college.

College in Japanese and Chinese (let's be honest, I have bad news for the weebs, if anything is in Chinese characters or kanji, it is very likely that it is a Chinese loanword) would be 大学 daigaku / daxue or university.

On topic, I believe the protagonist of Flamenco's favourite comic is 15 years old or underaged. In the context of the panel shown in the thread, 学園 just means school.

I think the word "collage" in the original Japanese pages is a miss translation, Boy Soprano is at least 10 years old and I doubt the author can speak English, so I'd imagine he used older translation software to come up with the name. It's addition to the dialog text is completely with out support from the original text. This is all somewhat redundant as the content clearly shows what is a Japanese high/middle school, the layout of the school and the fact that the students wear uniforms all blows the "it's set in collage bro" defense out of the water.
