No, Preator was involved with Chris before he went to jail, and no other group that we know of has the patience or resources to bother keeping track of somebody like Chris if they weren't getting something out of it.

Not talking about what Flutter could potentially be doing. I'm purely responding to you saying Caden could easily hire a local girl to wrangle Chris chan. If you want reasons why people think Flutter is part of Praetor, theres plenty of reasoning other people have posted in this thread.

Russel Greer can’t pay for a true and honest girlfriend because he is not remotely wealthy enough. If he had millions, or even hundreds of thousands, there are women who could deal with him for a lifestyle.
Especially in Vegas as that is a magnet for gold diggers. It’s not representative of women in the US, but it certainly will have a higher concentration of women who want a provider and are not fussy about looks.
Caden wouldn’t be needing an actual escort-cum-tard carer, he would just need some sort of care assistant.
To be honest, just a crony who is willing to follow Chris to the shops would be enough.

Heres the list of potential employees Caden could be hiring:
1. Escort: As you said, escorts are very expensive. They don't give discounts to go to autistic conventions. Furthermore Escorts are very selective with their clients. Theres usually a verification and reference check screen for new clients. I think a lot of them would reject Chris purely because of how infamous and high profile he is. I know Chris has used prostitutes in the past, but I honestly think hes going to have problems paying to get his duck wet in the future.
2. Professional care assistant/ tard wrangler: The only people who get into the field feel strongly about helping tards. Caden is exploiting Chris for etsy money and screwing him with payments. A professional tard wrangler is going to try to get Chris out of Caden's influence.
3. Random girl: There are a lot of retards who think they cracked to code to getting a fuck slave by offering desperate girls money or a place to stay. Take a look on craigslist. You'll often see people offering rent free rooms for attractive women. Girls in general are not naive enough to fall for obvious creep traps. Most girls have been hit on enough to know when a situation is going to end up uncomfortable for them. So when they see an ad looking for a young girl to hang out with a middle aged man, they're not going to fall for it.
4. Someone in Caden's circle: This is the only option that is plausible. The only women who tolerate being in regular contact with chris are trolls who lead him on. If flutter was a friend of relative of Caden, who liked to do retarded shit with him, he would trust flutter to keep Chris in check. This is the only option where flutter would be onboard with exploiting Chris for money.

Could she be an independent troll/admirer? Someone like Fiona who was infatuated with Chris, but unlike Fiona, had no Chess Club to be dragged into or to introduce her to Chris. Saw the opportunity when Chris was arrested, started writing Chris early on without sharing the letters, then eventually reached out to Praetor later on in Chris's sentence (possibly because they told Chris not to respond to her) and ultimately gained their trust somehow?

God damn, the more I think about this, the more casting Judie Dench as M makes dark creepy sense in the more recent Bond movies.

Other than this I am not so much interested in deep autistic sperging on the economics and practicality of hiring girls to befriend Chris.

Unless some fresh and clear evidence comes to light, my opinion based on what we have is:

Flutter is unrelated to Caden and praetor.
She wrote to him in jail, while obviously I can’t say how she achieved this, there is no evidence that Caden gave her the address.
She could have been communicating with Chris prior to this.
She isn’t any kind of hired wrangler.
She for whatever bizarre reasons genuinely likes Chris.
Whether that is a friendship or something more, only they know at this stage.

I can accept that praetor/Caden have “sanctioned” her because she has a positive effect on Chris and probably was helpful when they were ejected from that convention.
Even though he isn’t on probation or anything, if he freaked out and got into trouble, he would go back to jail and probably find himself back in psychiatric care. Especially if this happened in a different town where the local police are not aware of him.
Remember, he isn’t as famous as he seems to our autistic little internet circle.
Unfamiliar cops and authorities are just going to be dealing with a crazy guy and they are going to want to kick him back to Virginia as quick as they can.
If Caden/Praetor have plans for him, another period of isolation and separation from them may throw a spanner in the works.

However, Chris almost certainly is medicated and I strongly think that it’s some kind of anti psychotic or something which is stopping him seeing his imaginary friends.

This is most likely what keeps him under better control of his behavior and social activities.
He has been seen on multiple occasions without Flutter and not freaking out, harassing strangers, vandalizing shop displays, or any of the behaviors people are keen to see him do again.
He was even firm while alone with some random at an airport, whereas in the past such a situation may have lead to some footage of him acting out.

By the looks of things someone has managed to prevent malicious actors from communicating with Chris to reinforce delusional behavior.

If Caden/Praetor feared Chris getting into public mishaps, then an elaborate plan like flutter doesn’t make sense. Getting some girl from out of state to occasionally wrangle him, especially when he clearly still has permission to drive would cause far more trouble than it would solve.
If he was still this unpredictable from their perspective, what would stop him driving off to find her?

The claims of her being Finnish or living in Finland are just total circumstantial guesswork because of Chris’s Duolingo account.
There is no solid evidence she is from Finland aside from that she arrives by plane to visit him and some people semi thinking she kind of looks Finnish.
Also, if Chris thought she was in Finland, he still might think he could somehow drive to see her. Especially if there was still a huge risk of him doing unpredictable Chris logic stuff.

Hence why, whatever the cost or arrangement, then surely someone nearby would make far more sense.

I brought this up months ago. I’m 99% sure flutter is some twitter friend Chris had, probably a brony too. There’s a possibility that she’s involved with praetor now and collecting checks, this theory is plausible due to the fact that a lot of the photos we have of here are very likely plants posted on sockpuppet accounts. But I think her initial contact with Chris started with twitter, and she kept up with him through jail letters before they started hanging out irl.

Tl;dr at some point she was a genuine friend. Whether they’re still friends or if she’s only hanging out with him for praetor checks is up for debate, but I don’t think praetor makes enough money to pay multiple people.
