That restart mess can be put almost entirely down to tyre temp. Following the safety car to the grid on restarts is a disaster. They either need to follow to the grid and get a proper formation lap, or go from the pits to the grid as a formation lap. At a track where they have been struggling to heat the tyres having one slow lap behind a safety car was likely to be a disaster.
