Pavel Durov, the founder and CEO of the encrypted messaging Telegram, was arrested around 8 p.m. this Saturday evening when he got off his private jet on the Tarmac of Bourget Airport. This 39-year-old, this Franco-Russian was accompanied by her bodyguard and a woman.

The only reason that he can even choose when to comply with a warrant is that Telegram is not a private platform to begin with (especially for groups). The Telegram servers essentially gatekeep group access at a protocol level, so spying warrants are easy to comply with, and they also store message histories so the cops don't need much. Take that shit to signal if you want actual privacy.

The amount of moderation on Telegram is nonzero since they deleted DDoSecrets and plenty of other channels, or set the Kiwi Farms channel to login-only, etc. I don't know how many jannies would be considered enough, but they follow a pattern set by most tech companies that want to support hundreds of millions of users with automated systems and almost no humans. It often takes YouTube, Facebook, X, et al. a long time to deal with anything that isn't obvious.
