My man, you can put your own game anywhere you want, you can distribute it however you want, what the fuck are you even talking about? You don't need a publisher to put your own game up on a torrent site, or itch or even fucking steam.

It sounded more like he was talking about a DRM replacement thing, but I don't see storing whole games on a network like that. I could see a bit there as a way to actually own a fancy paper that says you own a copy, could transfer between people, some digital currency exchanged, small portion to original creator. I still would don the hat depending, though.
