Lately I’ve been watching Michiru. She is a very interesting character and the definitely the biggest gamer in phase. She is cute and funny if you understand what she’s saying. Phase JP actually has good talent with a lot of potential, but they’re just gimped by low visibility in Japan. I don’t think there is much the company can offer them aside from collab partners and original songs.

While I could see her doing that potentially, there would a strong reason not to in the simple fact that would mean abandoning her already existing persona. She'd have to abandon her existing avatar, audience, and channel, and for a well established vtuber, the drive to do that is far less than for a smaller vtuber with far less support.
They've already collaborate with Phase a lot, so I don't think that's an issue.
If Phase is in the middle of an expansion period, this is probably the best time to do it, since they are already in the middle of growing the business.
