I think you greatly underestimate how big vtubing is in terms of how many there are.

People drop out of streaming in general all the time, just only in vtubing is it made into an event with big announcement letters and month long farewell tours.

I don't know if it's so much oversaturated in terms of headcount/population, as it's one of those bell curve deals where the vast majority of the active talents don't really understand the benefits of the streaming/content model and how to use them effectively in a manner that doesn't rapidly result in burnout.

Additionally there's the fact that most of the corpo orgs seem to be either incompetently managed by people who don't really understand finance/business, have stakeholder goals that are at cross purposes with generating entertaining content or developing talents and IP, or are just straight up black.

It's basically just following the streamer market in general. Just like live streamers ~98% of chuubas won't get beyond single digit consecutive viewers, and even fewer yet will break 100 - nothing wrong with it, just the consequence of competing for people's limited time and ever changing interests.
