They actually are a seperate main branch as someone already posted as well as Subaru and perhaps others confirming EN generations would be handled differently than JP's style. What's interesting to speculate on from your post is how much of an EN branch of Cover itself might be happening behind the scenes. They already require language specialists, and we've seen how EN needs special permissions for games from publisher divisions. It might be easier for Cover to give a Cover EN some autonomy.

I think this varies depending on the game dev/publisher. Not all permissions are the same and the added caveat of permissions for region-specific versions is a fucking mess to begin with. I believe Gura mentioned this in an older stream when a lot of people were telling her that JP got permissions from a certain dev/publisher and she responded that it doesn't necessarily translate to them on the EN side.
