Personally, I don't think it's actually chat controlled. More like just reading and playing off of what she's reading in the chat.

Youtube has an api you can pull live chat from, and then it's just parsing and scripting like you would for twitch.

likely a bot or external software reading the chat API for the keywords (up, down) and then the script takes over for how the silhouette goes up or down.
