The large shrouds/enclosures absolutely suck when using head mounted night vision. eotech's thin shroud practically disappears while that one would cause a lot of blur.
Wouldn't that have more to do with the glass quality than the size of the enclosure?

The FOV on a PVS-14 is pretty narrow which makes thick walled optics take up a lot of your vision. It can also create a blur around the optic where the enclosure is since the NVG is a fixed focus. You end up seeing a black, blurry ring around the glass which can mess with your target acquisition. Maybe the quad tube NVGs don't have this issue.

I am not an optical engineer and while glass quality does play a part the larger the lens the more light can come through (at least that is how I think it works)
Glare is amplified when using NVGs so nice glass and a shroud helping block incidental light helps a lot. You can tell the difference between a Vortex's and Trijicon's glass.

Glass quality is fairly important with NV for clarity/IR transmission.

While you're correct a bigger objective lens on a lensed optic means more light, a red dot/holo sight is not that. A 'brighter picture' in a lensed optic/camera lens/etc means more light focused on the same area, gathered by the objective lens. There's no 'focusing' if you will going on in a red dot, the light rays go straight through. Thinner sides is helpful because less light's getting blocked, which can be helped a bit by a bigger window (just because the picture/dark fuzzy spot ratio is better). The bigger windowed 1x optic is not going to "gather light" in the same way a scope or lens will, in short.

If I recall correctly, it was done by a local group protesting the autistic state gun laws at the time....in Texas, it was legal to carry a long gun openly, but not a handgun, so people carried rifles around to raise awareness.

Yep, that's Karl dutifully being a broken clock.

I might be generally pro-law enforcement (got plenty of family and friends in that field), but all that means is that I hold them to a high standard. And thankfully so do my friends and family. One acquaintance aside, everybody I've talked to thinks that whole thing was a fucking disgrace.
