Genocide - What would make it okay and/or good?

I have to wonder when they extended the definition beyond strictly attempting to wipe a group out. They still have the 'with intent to destroy' label as a specifier, but when it can be "any" of the following, including simply causing "mental harm" to a specific group, which in the UN's own case can extend to literally any kind of group, how watered down is it getting?

It's just an example of a way one could theoretically attempt to remove a population. By institutionally dealing psychological harm to the extent that they cease to breed, it can be argued you are committing genocide if you do so with the expressed intent of reducing the population of the target group.
