It's not a dog's fault if it gets rabies, but that dog still has to be put down before it bites anyone. Ultimately it doesn't matter if someone ended up like this due to abuse, or just because they were always a bad person. The issue is containing (or eliminating) the dangerous animal. Once you have hurt children you are in the "rabies" category and society should respond accordingly.
