The Cass report is the direct response to Tranny activist groups thinking they could dictate how the British medical profession operate. The British establishment couldn't give two shits about detransitioners, lawsuits or even a few suicides, all of which could be handled by the relevant PR rep.

What they do care about is the fact that some jumped up former IT manager was not only referring patients directly to consultants (a process which the medical profession hold dear to their greedy little hearts) but was also pushing for legislation against conversion therapy that would have let doctors open to potential criminal prosecution. Not a civil action where an NHS trust would pick up the bill but actual criminal prosecutions where some doddering old GP says the wrong thing to a stroppy teenager and ends up in court.

The UK passed anti FGM legislation nearly a decade ago and it's implementation has been widely sabotaged by doctors (A single weak case that was obviously gong to fail was pushed forward for prosecution, with plenty of strongly worded articles about 'badly thought out legislation' published afterwards).
