They're both stock characters in the Comedy World theme. Diesel Busters is the 'PC Guy' character, and for whatever reason his name was changed to the name of the TTS voice people use for him the most often. As for Macusoper's name, I'm really not sure.

I saw a few mentions on here about GoAnimate's "VGCP" (video game cartoon police) community, but did you know they have a feud with another group, called the "UTTP" (utube troll police). It's like a tard blood vs crips war!
I've also noticed that VGCP users are noted to like those "calming videos" and typically have cat ears on their goanimate characters.
