IV is when they started going with indie trash so it makes sense with the music. Hell I think half the music of 4 is gone too. I wonder whose responsible? Answer: kikesYou can mostly blame music licensing fees becoming obscenely expensive in the present day.
Another thing is if you noticed a majority of the contemporary music in GTA 3 was literally fake pop songs they commissioned for a few hundred dollars each since they didn't even have the money to afford real music.
But then the blockbuster success of GTA 3 not onlygave them the money to pay for music licensing which was far more affordable in the early 2000s, both games were set over 10 years in the past at the time they were developed so they already knew what were the undisputed hits and iconic songs of that time period so that's why their soundtracks were so good.
That said I was in southern California the past 3 months and I recognized alot of the songs from the GTA 5 soundtrack being played on the radio and in stores despite the game being released over a decade ago. Like One Way - Cutie Pie jumped out at me at a lowrider car show in LA.
