I've made the analogy that GTA Online is a model city. Then, your little sibling comes in and dumps all these random toys in and takes over.
The weapons, vehicles, quests and scenarios added in these GTA Online updates are immersion breaking. What's a flying rocket launcher bike doing in a Southern California city? What do we have access to laser weapons? Why and how does a criminal have access to a satellite WMD?
And the actual criminal activities like arms racing, biker gangs and high level criminality are locked behind paywalls and unnecessary restrictions.

With GTA V, the single-player game was absolutely massive and very, very complete. It was three games in one. The next-gen versions took a year of everyone’s time to get right, then the online component had a lot of potential, but to come close to realizing that potential also sucked up a lot of resources. And then there are other games – in particular Red Dead Redemption II. The combination of these three factors means for this game, we did not feel single-player expansions were either possible or necessary, but we may well do them for future projects. At Rockstar, we will always have bandwidth issues because we are perfectionists and to make huge complex games takes a lot of time and resources.
Adding on to this, there was a lot of shit going on internally regarding Leslie Benzies getting kicked the fuck out of Rockstar and all the issues that came with it. I think a bunch of team members took off after he was booted, and any completed assets for the single player DLC (Alien, Zombie, Agent, I'm sure 90% of this shit was completed) got recycled into Online in some form because I think the know-how to put it together in SP went with those people. Sounds like they did not to risk that with GTA V and saw that Online was lucrative and decided to focus on that. From a business sense, I get it. The execution and timing could not had been more disastrous. Now they're just milking GTA Online; GTA V is an afterthought.

The recycling of assets for Online is plausible. I believe the Doomsday Heist was originally supposed to be single player DLC.

And yes, the Doomsday Heist was cobbled together from the Agent DLC. There were assets for it found buried in the game files by people on GTA Forums back in 2013 (I think the jetpack and something else).

Michael was supposed to get a alien invasion DLC where he would fight off a alien invasion, it is not known if he would be directly helping the government in said invasion or not, it is also not known if Franklin and/or Trevor would appear in the story.
Franklin would a get Zombie apocalypse DLC were LS would be overrun by zombies, some streets and buildings would be barricaded with new props, said props can be seen in the Arena War creator(that nobody seemed to have a f*ck about) if your Arena War game has a Apocalypse theme.
Trevor would get a Agent styled DLC were he would work for the government in some missions, a good chunk of content of this DLC was reused in the Doomsday Heist DLC for Online.
Apparently all of those stories would be past the ending of the singleplayer Story.
There was also meant to be a Casino heist in single player, but I do not know if that was a story DLC or just cut content like the Sharmota Job heist.

Every element of the basic gameplay in GTA3/VC/SA is worse than IV. Combat, driving, police ai in chases. There's a reason most people went straight to cheats in the PS2 games.Eh, even the story missions were boring as fuck after the first playthrough.

Technically and Narratively it was a big push forward, but structure/gameplay wise it was kind of a huge step back.
