I'd guess he'll want to prevent civil wars by having a central NATO army that keeps the peace and the UN in control over each of the broken up states. It's gonna be a Holy NATO Empire where no member state recruits and trains military directly for NATO, and never for a military force under their own direct control. Or at least not beyond a very strict limit and purely defensive.

Gunther has always been relatively pragmatic on the MAGA question for a neoliberal, he disagrees with Trump on the stuff that goes against the neoliberal world order and agrees with him on the stuff that does. Honestly I respect him, he has an actual ideological backbone (however flawed it is) and bases his politics on it, not on silly tribal affiliations or testimonies. 90% of modern day liberals will reflexively go against anything the Orange Man supports based on pure Pavlovian conditioning, even if Trump supported things that liberals supported yesterday.

It seems that Gunther doesn't know too much about Israeli politics. Even the Zionists wouldn't like this one because it gives some of their sovereignty away to a transnational organization whose capital is thousands of miles away and more importantly, it gives the Palestinians that they hate so much citizenship and equal rights, and this full integration will erode the current Jewish demographic majority.
