It's safe to assume these apartments were given to the gypsies for free by the government, and that the gypsies did what they always do in these situations - they stripped all apartments bare of plumbing and electrical cables so they could sell them as scrap metal, and then proceeded to dig out the pipes in the ground to do the same.

The cause for the unemployment and crime are the same, gypsies refuse to do honest work and would rather scam, steal and beg. Ditto for the kids not going to school - the only reason gypsies ever send their disgusting spawn to school is if the government forces them to, there's some financial incentive or they're trying to run some sort of scam.
