To illuminate on the crossover between Romanians and Roma, back in the good ol' days when civilized people killed eachother with oversized knives and metal tipped baseball bats, Gypsies suddenly started appearing in europe from the steppe and the Ottoman Empire, given the Balkans location between both, it sort of became a collection basin for these wonderful brownies. Now an interesting note is that these curious people had various focused trades per their clan/family/incest-card-deck and that they were easy targets to swoop up for slavery. It's funny to think that given the Indian origin of these fellows that the various balkan medieval countries were ahead of modern times of flooding their country with cheap labor instead of forcing them out with a pike. Since they were basically not people in the average balkanite's eyes it was pretty easy to justify for the local titled landlords to start collecting these guys like pokemon to become marginally richer, Now some of these guys actually had trades besides scamming/theft/talking-to-imaginary-ghosts, Metal work specifically for some which made them very valuable because a bunch of slave blacksmiths are cheaper to commission shit compared to a not-enslaved blacksmith, though most of these exiled jeets were only good for menial labor in farms and quarries which was the primary reason they were collected in vast quantities, now to loop back to Romania.
The Romanian Principalities, specifically Wallachia and Moldavia were the biggest enthusiast of that gotta-catch-them-all fever and racked up a shit ton of these dudes overtime, now demographics in a modern-liberal society this could be concerning but it was considered chill since they were again an ostracized slave class that were usually kept busy getting their shit kicked in by Boyars and petty nobles. It sort of ran smoothly for awhile with occasional run-aways slowly drifting into Western Europe, however these were usually the more useless uppity variety of gypsies giving Western Euros their first taste of bitterness to come since the more useful variety of these gypsies were kept more under lock and key by the Romanian Nobility(who hilariously enough kept fighting eachother to steal eachothers gypsies, whoever had the most Gyps had the biggest cock or something). Fast Forward more rapidly, formation of the kingdom of Romania in the 1800-1900s and shifting modernization meant that slavery was not considered cool anymore and that white Romanian peasants also wanted more rights(more money) and so the enslaved gypsy class became quite a focus of ire. You can't really shift into a middle class from dirt when a lot of jerbs are taken by slaves for the generous wage of $0.00 so when slavery was finally abolished and lower white romanians can have some more social mobility and less competition for jobs the gypsies were knocked down a peg from ostracized-slave class to just ostracized. Of course they were being hired here and there but in order to keep the larger white citizen class happy and not get in a regime-changey mood there were more and more laws to ostracize the gypsies further and grant the main citizenry preferential treatment, with the evolution of specialization and modernizing technology and the prior trades having no where to apply many of the gypsies started to become more and more indivisible into the modern stereotype of thieving/begging/witchery fags since those were the only pliable jobs they can get in Romania, which caused their second minor exodus into western europe and modern literature.
Fast-forward again Romania is no longer a kingdom or weird authoritarian regime any more and it now a communist totalitarian regime which now comes back to the previously settled gypsy question the romanians already solved. The communists began to consider Gypsies as equal citizens and tried to forcefully integrate them into Romanian society and even grant them the same incentives that the ethnic romanians were given from the government, specifically Ceausescu's fertility program of Romania and of course the Gyspsies over-multiplied. fast forward to Nicolae and his wife's public resignation(lol) and the end of communism in Romania. Alot of the prior solution to the gypsy question was re-introduced culturally(not state-wide though since most of the communists were still running the government just without the hammer and sickle insignias) and they were no longer subsisting on communist Gibsmedats, Romania's economy was shit because they essentially just got out of a 50+ year communism bender that meant they had to catch up to the countries that were fortunate enough to keep Uncle Marx away from their piggy banks, so barely any jobs for the ethnic romanians who were re-introducing the "fuck-off-gypo" policies and that now the gypsies were a festering unemployed population with an excess of children that were overfilling orphanages and springing up child trafficking rings. Yet sneaky Romania always has a card up their sleeve, when they applied to join in with the EU(around 1998-2001) along with Bulgaria(who had a similar gypsy problem) they were not only getting new gibsmedats from the EU albeit with caveats where they had to keep their own currency they were given freedom of movement for their citizens TO western european countries. Now the EU countries weren't complete idiots they had devious reasons for this, these countries had shrinking populations and hoped to soak up extra labor from many fields via a brain drain from eastern european countries so they can keep their retarded socialist welfare scheme running but an unfortunate side effect happened.
