Like GFYS said, security guards (unless they're off-duty cops moonlighting) usually won't handcuff a perpetrator unless they're a real threat (like GFYS said, a threat big enough to risk a civil suit over). Unless Chris was tardraging and they thought he was a threat to others or himself, or the rent-a-jerkops were off-duty jerkops, he shouldn't have been handcuffed just for loitering. Throwing a tantrum and threatening people, maybe, but not for loitering, unless mall security had LEO's on staff.
